No it was Seungri’s Friend not TOP. They were out to dinner and Seungri started a Live at the same time his friend was filming him. He was drunk and started teasing Seungri and chasing him. It was really funny. He later asked people to take it down or delete it but too late.

it is possible that gd may have kissed seungri at 6:39. I too judged the distance between their faces and it was perfect for a kiss. Also gd gave serious expression so chances are High.
