The war was so violent and vicious until every area of trade for food and economic growth was shut down. Ppl had resorted to eating their animals, and if you read further in that book, their children. Things had gotten even worse when they started eating the heads of donkeys and feces. 😮😮

There was no war because Samaria was sealed up in a fortified city. Syria besieged the city of Samaria meaning they camped outside the walls of the city and did not allow trade during a time of famine. Hence, they were slowly starving them.
