Obc category mein toh pehle hi wo consider kiye jate hain jo non creamy layer se hain.jo creamy layer se hota hai usko general mein consider Kiya jata hai soooo why they r talking about subcategorization nd all ????

No, they are included in 2011 census, but their data are hidden, data were not available in public domain. Till 1920 census, data of all categories were collected, but from 1930s census, Only SC/ST data were collected not OBC. But SC ordered Union govt. to release data of OBCs, that's why Manmohan govt in 2006 formed SECC and then data's were collected and were available in 2012 but due to 2014 election, UPA govt fears about caste politics and didn't released in public domain. Later on Modi govt too didn't released and they sights reasons to SC that data is inadequate.
