Obi-Wan Kenobi (Geonosian Arena) isn't cutscene only. You can't select him through the character selector,but if you finish the level as him,you can play as him in the hub area.Same as all the other geonosian arena characters.

Recent lego sets have returned to giving Oldbiwan a cape again, and as these games tend to just use the designs from the recent sets (Like Starkiller just being ripped from the Force Unleashed set) so it's still a possibility that he will have the cape. And young Obi Wan only really wears the cape some of the time, he ends up taking it off in most places anyways
