Hi Proposed dividend cannot be treated as contingent liabilities in any manner because once dividend is proposed, it has to be deposited in a separate bank ac and should be distributed within 30 days. however the concept of contingent liabilities is quite different

The trial balance given in the question has opening stock in debit side.. so it comes in debit side side of trading a/c or you can say that we need to purchase the opening stock in the beginning of the year so it's an expense for us and expense always comes in debit side! Hope it helps;)
