The Auto Mover will move based on a priority. If you set a rule for "#Template" into /Template above everything else, it won't move it further, no matter how many other matches it has. Priority and First Valid operation.

It looks great but there is an issue on GitHub saying it's not working with 16.2 and that the developer isn't responding. I will wait until 16.* is in open release and see if he fixes it or have a look myself and offer a patch.
