FYI in newer versions of Houdini the "!exclude !goal" sytax changes to the singular "!" sigil as "!exclude goal"

My error was I forgot to turn on the "Output" flag inside the Solver, haha.

@@israaelmaghraby solved it by accident - absolutely unintuitive - you have to hit "Enter" in the viewport to "activate" the measure sop (on a per HIP basis)
