Good day! When the fetal weight is less than the 10th percentile for gestational age, it raises a concern for Intrauterine Growth Restriction (IUGR), but it does not automatically confirm the diagnosis. If the low weight percentile is an isolated finding and no other abnormalities are present, you might use "small for gestational age (SGA)" instead of IUGR. SGA refers to a fetus below the 10th percentile but may still be constitutionally small and healthy.

Yes, it may indicate IUGR, but additional parameters to confirm IUGR need to be evaluated, such as umbilical artery doppler, AC, amniotic fluid levels and fetal growth over time.
