Yes, dabi and todoroki, both had a mother with ice and a father with fire quirk. Everyone except todoroki only had the fire quirk. So he was rigorously trained and wasn’t allowed to play with his siblings. His father also neglected his other kids. But during the battle, dabi finally unlocked his ice quirk from his mother’s side. His flames are blue because they are so hot, that they surpass todoroki and his father’s. With his ice quirk unlocked, paired with his godly fire, he essentially became one of the strongest
