Doesn't Kurtz's A4 affect only active buffs and debuffs? I tried putting it into Sigrid but the pass debuff still lasted 3 turns

There is a bug with kurtz A4 right now,unit has to be in the frontrow for the passive to work,in the future it will be fixed.
