Fact - The United Kingdom theme is in the original WIndows 7 Build towards the bottom

It only appears on English Windows systems only (along side the USA, Canada, South Africa and Australia themes). Windows 7 has different locale themes depends on the language of the installation. For example, Japanese Windows 7 will get the Japanese theme, Chinese Windows 7 will get the Chinese theme.
