U are right when it comes to merging some of the ministries to further down size the ministries, but u need to understand that he has to balance a lot of issues to consider. In as much as the President wants a lien sizeable government to save us money for our needs instead of wants. The President also has to think of what a call job for the boys who supported him when in opposition and during campaign. Hence for now let us be grateful for the 23 ministries established.
