You can add Windows Target Server however default install of Oracle Enterprise Manager does not have Windows Plugin. You first have to add Windows Plugin on OEM Server and then you have to add Windows Target. If all your Oracle Databases are on Windows, you can install OEM Server on Windows Machine.
