So, GamingDude, did you find out why you can't drive the Tractor? I did not have that problem. I believe you will have to go online at least once after 'building' anything on any of the landmasses to activate drive mode or production at the Goldmines.

There was a glitch with the Tractor in the 1.3.0 update. It was fixed in the 1.3.1. Now you can drive it right after you construct it.
