Maybe, but you technically you buy the right to make your own remixes/use these specific sounds. I mean after all he even offers the Off Vocal version so people could make covers, and obviously, the right to do that costs money. It's like that in any official business, if someone wants to get the exact song but instrumental only they'll also have to buy partial rights. (unless you make the music yourself)
