As a temporary solution to have the pedestrian signals somewhat functional, you could tie their sequences to the vehicle signals.

I start my own collection in my yard too around 3 years ago but here in Florida is very hard to find sodium pressure or mercury vapor street light fixtures, electric companies are NOT selling or giving away any fixtures to the general public. I found some online and some local people have on their barns or houses. Im currently have only 9 and I really like it. Do you have a page on FACEBOOK?
