She did put Beef in it, but the recipe in the show called it a Shepherds Pie, this is a fault of the show, as a Shepherds Pie (as Sir Ian rightly points out) contains Lamb, not Beef, a Similar Dish containing Beef is called Cottage Pie, that error in the show has ALWAYS annoyed me (though the dishes are mainly British, not American, so its an excusable error!)

"Shepherd's pie," in the US, usually refers to what is called "cottage pie" in the UK, and almost always is made with ground beef. This is one instance in which I am on the side of the British when it comes to word usage, and that is rare.

I know that people in some western states grow sheep for their own use, but one seldom sees a sheep in my area, and even then it is usually a home dyer growing their own wool. Idk why, in that case, we would adopt "shepherd's pie," rather than calling it cottage pie, unless from some housewife substituting an available meat for one that is not; the way I substitute chicken in recipes that call for fish. No, they don't taste the same, but I can't stand fish. And seasoned rice goes with anything.
