Did you notice when the bad guy was smiling on the floor when Street and Hondo found the woman on the floor, well it’s because he knew that they would get framed for the woman’s death, because he was the one that killed her.

the theory was that the flashbang caused the woman to hit her head on a table and died in the process. The rest of the team were allowed to investigate and found that the block owner put cameras in the smoke detectors to peep on residents, through the camera put in this apartment they could verify that the suspect actually threw the woman on the table before the flashbang even came off clearing Hondo and Street.
