Thats the thing about the Dogs and Armed Guards, Armed Guards will have a chance of just kicking off when they "feel" like they're gonna be killed and just shoot regardless of Free-Fire or not lol... dogs will also maul prisoners to death occasionally if the handler is killed or unable to stop it. So... that's what he gets I guess.

The legendary status doesn't mean it they have high risk traits like I had a lengendary priaon who only had gang member as there trait

Not the one i got he was so mutated and killed guards and destroyed alot of stuff i had to station armed guards in my deathrow area but he got killed the same day lol it was the only way to stop him

I think that Legendary Prisoner is somewhat a Snitch though. Maybe try to put him to Protective Custody to see what happens because he might be calm and collected so.

All water is "swimmable" the shallow water however can be walked across by staff and prisoners. I gotta be honest, I get what you are going for, but these Ferry crossings that are this close together look dumb AF.... A bridge would frankly just look better, (and function better) and since you don't currently have a bridge anywhere it would be something different.
