Parents are spending more on free shs than the government and than when we pay school fees, 22 thounsand pupils can't go to shs after completing junior high every year. the policy is very good but the implementation was very poor, how can you go to school 2 weeks and come home and spend 3 months, after that you have to find a teacher for extra classes that's also extra expenses
