He created it but he really wasn’t on board with it, he only did it to get the other Ricks off his back and keep them on the Central Finite Curve. He’s always expressed hatred for it.

He created the citadel because other Ricks banded together after attemping to kill rick (to no success) and instead asked C-137 to help create the citadel and the central finite curve, and afterwards no other Ricks would be coming after him, but C-137 is also told he can no longer kill Ricks like he was before the citadel. So despite creating the citadel, C-137 wants nothing to do with it, because of his grudge against other Ricks and the citadel represents the one thing Rick *hates* most......compromise. Rick compromised, he helps make the citadel and he gets left alone. Rick never wanted the citadel, but compromised and built what he never wanted, to be left alone and not actively kill other Ricks. It makes sense why Rick holds resentment towards the citadel
