You have to realize that negan likes being the big scary guy not because he's inherently evil but it gives him control of the situation. He's definitely very power hungry though. He'd forcibly take role as leader in a heartbeat if he thought it would give him the fame he desires.😂 He doesn't most likely because no one in Alexandria respects him and that would remain so even if he was leader.
