The reason there was the need for a legal dictation is questionable. In many tribes they didn't form any legal justice practically. The early Hebrews isrelites was suritile and they became into captivity by more advanced risings. So, they needed something that was harsh... The actual ten commandments are easy to abide with but Leviticus and its all harsh, condemning and unforgiving. The poetic books and prophecies books show more to be a mystical pursuit of a saviour. However, there is this long dispute that is about many thing to what is clean and pure. The last book of the old testament explains this well and its a very small book. I agree that the bible speaks two ways. Many people go with the new light, but some don't want that, they want something that will justify themselves and make them higher than what they are. So, if God cannot be partitioned, then it needs to be this way. There will be fulfilment and separation. That I'm certain.

Yes God uses very harsh punishment on humans when they break the law. And the harsh punishment was established so that God the Father can execute it on the Son so that He can set everyone free from the hell fire.
