In a way, they did. When Oliver was on Lian Yu, he was like her older brother. And even after that, before he died. They had a great bond.

I liked it. The montage suits to the words of the song. Actually brother-sister relationship of Oliver and Thea is one of my favorite things in Arrow as well as Oliver's and Tommy's friendship. As for Tommy he did never learn that he had more in common with Oliver than he would ever imagine.
