It's a kind of humoristic song about frustration over not beeing qualified to recieve money from a foundation who not really want to give something at all..

Legat means Legacy fund, so when people of a certain huge amount of money die, they can put in their will that young people in their area can apply for some money to help them get an education. But this guy was just a tiny bit too old to apply, but he applyed anyways... so no one could say he didn´t try.@@subwaygoddess1
