Because Belgian Govt. Allocated huge budget in the early 2000's for the improvement of of Hockey....20 years later, They won the Gold in Tokyo... In Olympics, training facilities, infrastructure matters more than the talent of the players. Unless You are someone like Jamaican Sprinters or Kenyan long distance Runners. Countries Like England, USA and Austrlia have mastered the art of Sports Science and Nutrition, Also they have highly skilled Physiotherapist and Psychologist, so that athletes can have both physical and mental relief. Last but not the least, very less Media hype, so athletes dont feel overpressured(something in which Indian society wont be able to improve in generations to come). Most of the Belgian Hockey players live a very normal life.

So far Pakistan have won only 10 Medals (8 in Field Hockey, 1 in Wrestling and 1 in Boxing) till date in Summer Olympics. Palestine and Bangladesh never won any Medal in their Olympics History. So far India till date has won 38 Medals in Olympics including 3 in this edition so far till now at Paris. Plenty more medals are expected from Indian Athletes contingent in remaining days.
