Bro this is a ceremonial speech , she reads out the speech prepared by the cabinet , and according to the constitution government functions in behalf of president, so the government is of president , so she refers to as “meri Sarkar “ or “My government “. She is not under any pressure, she has to read out what is prepared by her government, she is not entitled to give her own opinion here in parliament .
