Can someone knowledgeable explain why the never-ending landslides happen despite the untiring efforts of the bulldozer operators to fill-in the site? Is the reclamation work really viable here? I understand that the continuous work will provide income to the workers but it seems that the psychological satisfaction of work done is far-fetched!

The majority of what they are filling with is dirt mixed with small rock there is no solid base and you'll see where it has rock you can still see it in the water they are just bridging until they can over take the water saturation of the dirt in a nut shell the dirt is dissolving into the water and leaving behind the rock as they fill it will become more solid just takes a lot longer with out more rockier material
