as i understand the hero pool expands each round/190 draws... can you pull better units after round 1/2/3 etc? are there even high tier units in the pool?

Yes, you can get units like nawi, mavis and others in later rounds but no royal heroes.

There are a lot of uses for the gem/diamonds. You could use them to get advance summons/relic crystals/oracle decree at 60% off in the merchant shop. Thats the best offer you could get in the shop.
