Personally, I found that a lot of Indians actually know some level of English, with almost all of the younger generation being able to speak fluently. The way they speak and their accent may be different because that is how everyone else around them speaks. Most of them are exposed to English cartoons and most schools are taught in English and many youngsters actually speak to each other in English, so it is not that unbelievable for an Indian to speak English fluently. If you are exposed to different languages from a young age, as most kids who are multilingual are, it is easy to think and speak in those languages. I personally learned 3 languages before I was 4 and 1 other language before I was 8, and now I have been learning another language. I have completely forgotten the language I learned before I was 8 and only have basic conversational Chinese (which I learned before 4), due to disuse. However, I am still able to think in the languages I learned when I was young but the other language I started learning as an adult, I pretty much think in English and translate it in my head constantly. I'm sure with practice I will be able to figure it out over time.

The country my parents initially stayed in had a high population of Chinese so my parents got me a tutor to learn Mandarin Chinese when I was 2 years old. Though everyone spoke English, knowing that was helpful. My parents also created the opportunities for me because learning languages at a young age develops important cognitive skills which someone with a monolingual education might lack. My family travelled a lot when I was young and knowing different languages was useful. One of the languages that I had to learn was not my choice but it was compulsory to learn at one of my private schools. I have only really kept up with 3 languages so I'm not that fluent at the others anymore but I'm still thankful for the opportunity to have learned them at one point.
