Regina was the most powerful character in the story.....for one she United all the realms of story....she was the first to enact the dark curse....she cast the curse numerous times....the writers downplayed her abilities so the story line could continue and it would make Emma seem more powerful when Regina could easily kill all the other villains except rumple...but she stole his magic, kidnapped belle, and she had wielded his dagger.I feel like Regina would have killed snow and Emma and anyone else she wanted the minute she had the chance

I feel like it has to do with her magic was fueled by hate and anger. Over the seasons her feelings changed resulting in her magic changing sometimes weak or other times very strong. Also the new magic that came into show where doing magic way before rumple taught her.

The series showed us how powerful Regina was, especially in the first seasons. The fact that they set up a magical fight between Regina and Maleficent, (who in the world of Disney is the most powerful villain) and that Regina won, was an example of that, and that Maleficent used her scepter and Regina only the magic that she It came from her. Also, the first time she used magic, she managed to break her mother's magic and push her away, who was a powerful and expert sorcerer. When he used light magic he was so strong that he was able to weaken Zelena and beat her.
