Wu doesn't have "serious" weight... as demonstrated when Hearst brings in the actual heavy hitters from San Francisco with the Tongs. Hearst ends up letting the Chinese "problem" solve itself & by extension Hearst is the one whose presence/acceptance is what holds the Tong retribution at bay.

That night Wu ends up underneath Al's balcony where he cuts his traditional Chinese long hair and tells Al "Wu, American" to which Al says "and she will hold you to her bosom", Al's way of accepting Wu into the fold.
