Lucci would most likely beat “Gear 4: Snakeman”, but gear 5 is such a big difference he had no way to expect it, and can you blame him? He went from embarrassing base Luffy in his base form to getting dominated by Luffy when he transformed to gear 5, and Lucci loves to fight, his only ambition is to kill and fight… even if he is the one losing. He might be a psychopath, but he is an honorable man, and he wouldn’t ever run away from a fight he started.

My biggest take away from Lucci picking the fight with Luffy is the fact that he straight up disobeyed orders not to engage Luffy yet. As well as disregarded the fact that the government recognizes Luffy as a Yonko threat that they need to be careful with. They sacrificed one of their best agents and risked war with Kaido just for a chance to eliminate Luffy before he could ascend to godhood

Honestly, that is what makes Lucci so dangerous. He has put in the work fighting stronger and stronger opponents that he shouldn't win against: similar to Lufy.
