More, but not enough. The first Burning Blood didn't even have Arlong, Krieg and Kuro or Lucci and the rest of CP9. There would be still a lot of characters missing from the roster if we get a 2nd game. Like, for the Yonko, I can picture us just getting Kaido, Big Mom, Katakuri, maybe Cracker and the Calamaties while the rest of the Big Mom Pirates and the Tobi Roppo are missing. Annoying shit like that.
