I remember watching the show when they were in Alabaster Kingdom and how Luffy n Chopper fell down a big sink hole and saw a big cube with writing they couldn’t read. I feel like the fact that devil fruit users cannot swim and the fact that the world is sinking leaves a pretty obvious power up that is needed for luffy to have , and that is to be able to float or swim! also if you look at the mother flame its just floating there in the water and its been a few theories that Buffy will "eat" the mother flame so shat if when he eats it he gets the ability to go into water.
