Luffy got it from Thriller bark , surprisingly belonging to a great pirate Captain John aka the zombie that was drinking with bullet holes on his chest 👀

as some ppl already mentioned luffy found the armband in the treasure pile that perona loaded onto the sunny, and nami let him have it because those werent jewels

Also Captain John was one of the Zombie Generals. The one who was always drinking.

Shiki was introduced here to go alongside a movie. The movie is not canon, but Shiki is. His name is worth remembering even if you don’t watch the movie.
