Roger acknowledged two people only who "can" arrest him, only SENGOKU and GARP. SENGOKU didn't use his full power during Marineford War since it is a disgrace to the whole Navy that they need a fleet admiral to support them. GARP almost had to go all out against Akainu but stopped by Sengoku

That's called strategy Akainu has made serious enemies that are smart.He is devil fruit dependent. There several ways to kill him. Aokiji is far more tactical and understands war more than Akainu. That's why the old man wanted him in charge. Akainu had no right to challenge him he had an obvious advantage. A purely elemental advantage. You see Garp was born with haki he's going to be strong anyway. Aokiji could kill black beard easy and take over his crew. Black Beard understands this so Akainu must die. To keep Aokiji happy. That's why he joined black beard to use the darkness fruit against Akainu. Black beard is dumb. If he thinks anyone actually is loyal to him.

it’s Toei’s interpretation and an apparent misunderstanding of one piece’s power system. In the manga, the primary concept in scenes like garp’s is him striking the island without actually making physical contact. In wano, for instance, luffy punches kaido without touching him by coating his fists in conqueror’s haki, which allows him to deliver powerful attacks without contact. During their clashes, there’s even a visible gap of about 5 cm between them. similarly, in this scene, garp is destroying the island from a few kilometers above without making direct contact. this is the core idea that’s being conveyed. but remember this garp is not sorcerer he cant cast a nuke spell.
