One of the reasons Garp was likely cut is because a lot of the characters have massive models. Yes the last game had large characters like Whitebeard, but this game specially scaled for them. Imagine how crazy it would look (but also how powerful the game would need to be) when Garp picked up someone like Kaido, especially in his dragon form. I also wish Garp was in this game, don't get me wrong. I really hate how we only have 5 official Marines
