You know Magellan had a Paracemia type fruit. Magellan could produce a poison like substance but he couldn't be one. That's why luffy was able to attack him and physically deal damage to him. The problem was that Magellan surrounded himself with poison so Luffy's hands would be done it if he attacked. Which he did but he recovered.
