The reason promos of existing cards share a set number is because the rules on how many of a single card you can have in a deck (4 of) is based on the set number. So regardless of where a card came from or what it was a part of, you can only include 4 of OP01-017 for example. You'll see this for Special Rares too, you might open a pack of OP07 and pull the SP Eustass Kid and it'll still say OP05-074 on the card.
