Going by power scale , Shanks took on Akainu , Garp(even though he’s old) man handled Marco & Rayleigh took on Kizaru so top 3 should be somewhat 1:- Garp 2:- Shanks 3:- Rayleigh And I don’t think The Golden Lion Shiki used any devil fruit too ( if not he would be 2nd atleast)

Because (for other listers I assume) they rank Garp in his prime, just like me. Garp in his prime was probably the strongest marine there ever was and he fought with Roger on multiple occasions. Roger himself even admitted that. You are correct that we have not seen a lot of both Mihawk and current Garp, but prime Garp has far higher portrayal than Mihawk. Hence I ranked him higher

Yes let's compare a young Shanks to that Rayleigh. I'm comparing current Shanks to (as I stated) old Rayleigh. Basing on that Shanks has became a yonko on his own strength is in my opinion enough to rank him higher. Naturally I have to admit that I can't proper prove that he is stronger since both Rayleigh and especially Shanks are featless. I'm basing it on hype and my personal opinion. Time will tell us who truly is stronger.
