FYI - Morgan was the last survivor of the Navy crew that went to capture Kuro. Kuro actually kicked his ass. He destroyed his jaw and his arm. But, Kuro's crew had a hypnotist named Jango on it (modeled after Michael Jackson). Kuro had Jango hypnotize Morgan into thinking that he won the battle.

As a few others have said, Klahadore/Kuro didn't eat a devil fruit, he's just freakishly fast (same as Luffy and Zoro are freakishly strong). In the anime it is explained that his reaction speed can't keep up with his super speed ability so he kinda just has to attack blindly or go in a straight line when using his super speed move, which is why he doesn't just auto-win fights.

Kuro didn't eat a devil fruit. He just learned an imperfect version of a different power type in the One Piece universe. When he's zipping around, he can't even actually see where he's going.

You probably know Buggy's actor Jeff Ward from Agents of Shield. And Kuro hates being a butler so much he adorned his uniform with golden turds. It's not shown in the live action but years ago Kuro killed almost everyone on a marine ship but hypnotized the one remaining cadet into believing he captured Captain Kuro and hypnotized another dude to think he was Kuro. The cadet was swiftly promoted into the captain position in the marines, Captain Morgan. And so we realize why Captain Morgan was the way he was. He was a nobody that rocketed to fame over something he never accomplished.

Fun Fact: Usopp was inspired by Aesop the story teller that tells story, but mix with the Japanese word Uso (Lies) and formed the name Usopp. Which makes him the one who tells story with lots of made up stuffs 😂

In Eichiro Oda's one piece world, humans also have abilities of their own, but devil fruit is on anothet level, in the one piece univeres, assume that pirates, villains, humans, demi-humans have abilities/skills of their own... one piece world is vast...everything can happen...

A couple of things Shanks is one of the strongest characters in One Piece. He could demolish Zoro without raising a sweat. Also the back stories of the characters get progressively darker.
