You should do both One World Trade Center and Empire State Building at 1.5:1 scale, which is a little bigger than 1:1 but has to be the most accurate scale to real life!

There's a mod for 1.12 called "Cubic chunks" it makes the build height infinite For 1.18+ you can use a datapack
