Free range cattle - we have that same issue/problem here in New Mexico. It has to do with the land grants with ranchers when we became a territory then state. Very complicated but basically the ranchers lost their land but were given "free range" use of the National forests for their cattle in return. We were just hiking in the Pecos wilderness last week and had to hike through a herd of cattle that now live up at 10,000' in the aspen forest and meadows right on the trails. Cows don't care about a constant train of hikers but the bulls are a little testy. LOL
