Fun fact: Merryweather is based off the blackwater team (specially trained mercenaries who happen to serve as security of the pentagon), while the army is of public access, so I think it's clear who would win.

They are worse; private military super-cops. Although you can hire them to fight each other, like during the bunker Insurgent 5-drop sell missions. I would hire them for the final drop back when I was under level 50. They could sometimes take out both attack helicopters along with some ground troops, also Merryweather guys. Only gta$5000 for them to sell out and help out! :)

Merrywhether lacks heavy armored vehicles like the tank, and they lack large troop transports and fighters. The army lacks offroad capabilities and the army choppers are woefully incapable of engaging merrywhether helicopters. As well as ground targets.
