The main combo of Paquito is 2-2-1-3-2 (in some cases that last 2nd skill is not needed so you can use it to scape), for that combo you need full 3 stacks. If you want to chase enemys you should try to activate 3 stacks to get 2 dash with 2nd skill and chase enemy.
