Maybe the name “Bully” has to do with the school theme like his first three albums, Dropout, Student, Graduate, then finally Bully. Also symbolizing how people probably, in school, and his his career, attempted to Bully him for being different and going against the grain. Maybe he’s saying that he WAS a bully due to all of his controversy and the positive theme of the album is him trying to better himself. But maybe I’m reaching.

I like that idea. Make it can also mean that the industry bullied him for years (ever since the 2009 VMAs). Cuz they tried to call him crazy and drug him and kill him (he is crazy sometimes but there are things he says that make sense and deserve to be heard and not shunned).
