Honestly if we don't get it in some event or some kind of promo pack the only thing I could see them doing is putting it in one of the premium card collection sets. I say this cause Vol.3 has 4 unique promo's in it being the 7 cost black luffy, 5 cost yellow sabo, 3 cost blue ace, and a 4 drop Ryuma promo (Monsters promo) cards that you can't get any other way btw. Bandai stays gatekeeping players from actually making some decks good like damn let my shit deck be slightly better

Promo cards should strictly be alternate arts. That’s it. There is zero reason for a promo to have a unique effects outside of forced participation. On top of that, there is so much bloat every set, it doesn’t hurt it just replace those cards instead.

Buggy with the promo is actually really good. IMO, he's a Tier 2 deck especially since Buggy shuts down two of the best Decks in the OP9 format rn Blue Doffy and Blackbeard.
