To make the pleats stay, you might want to dampen it with a starch and water mixture before refolding it and ironing it down. The pleats should stay fairly crisp then

Actually, that will not work and retain pleats or folds permanently. To retain pleats, creases and folds permanently, the clothe has to be incased in a thick patterned pleating "paper" that's put in an airtight hot streamer for hours. This pro process will sustain pleats, folds and creases permanently. Anytime pleated or folded fabric is washed incorrectly, the pleats will disappear, especially in cotton fabrics
