I have 27000 rows of data how can i embed using text embedding large 3 model im getting rate limited error

Limits are based on the tier for how much you have use OpenAI. You can set a rate limit when embedding I.e timeout. Alternatively you could consider a batch job for embeddings which have higher limits for each tier
